
Implementation of Atal Bhujal Yojana for Capacity building, Preparation and Updation of Gram Panchayath level Participatory Water Security Plans in Jagalur taluk of Davangere District under Atal Jal program of Karnataka.
This project implements the Atal Bhujal Yojana in Jagalur taluk, focusing on capacity building and preparation of Gram Panchayat-level participatory water security plans.
It aims to strengthen community participation, water budgeting, and coordination among departments to ensure sustainable groundwater management at the village level.
Scope of Work
Convene Gram Sabha in consultation with Gram Panchayat for review/discussion of water budget/WSP and passage of a resolution approving the WSP.
Awareness creation and sensitization of the local communities, ensuring community participation in planning and sustainable management of groundwater.
Undertake data collection and entry in MIS as provided by NPMU, GoI, by identifying the Volunteers from GPs, and train them in data collection related to groundwater levels, rainfall, water quality, cropping pattern, etc.
Conduct training and communication programs for all stakeholders to enhance beneficiary community engagement in the Program activities. Develop a communication strategy for IEC activities
Drawing support from the PIA, GWD, SPMU, CGWB, and DPMU, conduct community consultations at village levels for preparation of WSPs and water budgeting, and submit to the Gram Sabha for discussing WSPs and passage of a resolution for approving the WSP.
Development of GP-level water budgets, which will be updated on a regular basis (at least once every year).
Coordinate with SPMU/DPMU, block- and district-level administration for assistance in monitoring, implementation, community communications, and behavior change initiatives
Assist DPMU/ SPMU for inclusion of program activities into the Annual work Plans based on the activities and budgets approved in the Water security Plan for the district/division, for approval of PIA
Guide/support Program partners and expels/agencies like Gram Panchayats (GPs), different water user groups, and field units of the state line departments of Agriculture, Horticulture, Sericulture, Minor Irrigation, RWS, RDPR, Animal Husbandry, Revenue Department, etc., in the development and implementation of WSPs
Ensure that activities implemented comply with environmental and social norms, as detailed in the approved WSPs.
Collection, compilation, and analysis of secondary and primary data related to both surface and groundwater sources, availability, quality, utilization & irrigation approach being followed, and prepare a baseline before organizing the water budgets, estimates, and workshops at the Gram Panchayat level.
Support the GPs in exploring and developing options for innovative measures for achieving water security by improving and maintaining the water sources and increasing storage capacity to deal with increasing seasonal variability in the availability.
Building capacities of the GP Members and community in the villages, by organizing water budgeting workshops on supply and demand sides of water resources, water quality, sustainability, water security, including maintenance of the assets created under various schemes and programs for water resources conservation, development, and management.
Ensure inclusion of program activities into the Annual Work Plan (AWPs) based on the activities and budgets approved in the WSP for the district/division and state level for approval of the Project Implementation Agency (PIA).
Prepare Program implementation progress reports.
Guide/support Program partners and experts/agencies in the implementation of WSPs.
Coordination of Program inputs and activities at the village / GP level.
Establishing effective working relationships among Gram Panchayats (GPs), different water user groups, and the state line departments of Agriculture, Horticulture, Sericulture, MI, RWS, RDPR, Animal Husbandry, GWD, Taluk Office, etc, for preparing the water security plans at the Gram Panchayat level.
Facilitate season-wise GP-level water budgeting in collaboration with the District Program Implementation Unit.
Geo-referencing of all assets pertaining to water resources and irrigated areas present in the Gram Panchayat.
Submit the Project Implementation Completion Report (PCRI) to DPMU/SPMU.
To carry out all the activities that comes under the scope of DIP in accordance to Atal Jal Guidelines
